Well I could be wrong of course, but I didn't think the preprocessor rules changed because the preprocessors themselves 
don't change except with an upgrade of the main code base?

Well when i look in the VRT ruleset I see it there, and the last
upgrade to 2.9.3.1 was a while back . but that could be.

Since the file is going to change with the preprocessor rules, I would
have thought it came with the vrt rule file.

And double checking, the snortrules-snapshot-2931.tar.gz does contain
'etc/gen-msg.map'  with today's date (could be from the extraction)

The one from the snort 2.9.3.1 tarball has a date of 4/27/12 and they
do have different sizes and md5sums.
