I depends what you want to achieve but since it is an IPS, I guess you want
to block traffic.

alert tcp any any -> any any (content:www.uid11.local" msg:"xxx"; sid:
1241231;)

You rule is set to alert, try changing it to drop and see if that changes
anything.

drop tcp any any -> any any (content:www.uid11.local" msg:"xxx"; sid:
1241231;)
