Configuration for Snort 2.9.2.1 (Windows)

Hi,

I downloaded Snort_2_9_2_1_Installer.exe from following URL.
http://www.snort.org/downloads/1402

Then, checked MD5 sum and PGP sig.

But, the binary does not accept any configuration.
It seems that snort.exe regatds -c file option as rule file.

Are there any misunderstandings?
