so_rules clarification

Thinking about the Dynamic Rules (so_rules) and had a question. Since one of the stated reasons for the so_rules is to 
obfuscate vulnerability information (maybe I'm wrong about that?):

Do ALL the VRT subscription so_rules get released to the public so_rules set after 30 days, or does this depend on the 
whether or not the vender has released patches for the vulnerabilities/attacks being detected?

Do some of the VRT so_rules never make it out to the public rules?
