error loading sf-engine.dll

ok i just installed 2.9.0.4 and latest rules on a brand new windows 2003 
server and made all of the needed changes to snort.conf when i try to 
start snort with the command

C:\snort\bin\snort.exe -l C:\snort\log -c C:\snort\etc\snort.conf

i get the following error message

   ERROR: c:\Snort\etc\snort.conf(174) Missing/incorrect dynamic engine 
lib specifier.

line 174 is

   dynamicengine C:\Snort\lib\snort_dynamicengine\sf_engine.dll

and the file is there.  any ideas will be appreciated.  thanks
