[RFC Feature PATCH]: 'drop' option for tagged packets.

Hello,

Attached is a patch that adds a 'drop' option to the tagging mechanism that 
was introduced in Snort 2.9.  Because there were a few issues with Snort-
inline (mostly that development is dead ;), we decided to upgrade to the Snort 
2.9, but found that it is lacking the "stickydrop" feature that is present in 
snort-inline.

This is a really dumb implementation that I was thinking about using, any 
thoughts, glaring omissions, or general criticisms?

This patch applies onto Snort 2.9.
