bug - "2.8.6" should be "2.8.6.0"

says it all really. Why have the rulefiles referring to 2860 as their
version number when "snort -V" returns "2.8.6"?

I'm having to edit our downloading script to bang "0" on the end of the
URL and ".0" on the end of the check for so_rules due to this
inconsistency. Nothing major but certainly an annoyance :-)

So I guess I'm saying that you've standardized on a 4 digit "version
number" for some parts of snort, but drop the 4th digit when it's "0" in
other parts.
