Reload via Signal HUP does not work if you aren't root or are chroot

We currently run snort on Red Hat Linux as a non-root user and not in chroot. When trying to kill -HUP the snort PID to reload the configuration, I get the following: "Reload via Signal HUP does not work if you aren't root or are chroot" This seems to be by design for our setup. Are there recommendations for how to reload the config files when running as non-root and not in a jail - or do people just reload the daemon?
