global thresholding

According to documentation i once read somewhere, this rule should
keep all identical signature generated events from a given host to 4
events per 60 seconds:

threshold gen_id 1, sig_id 0, type limit, track by_src, count 4, seconds 60

Don't think it works though because I just got hit with about 2000
ICMP Unreachable type events in a few minutes with the same src/dest
pair.

Is anyone doing anything like this?
