flexresp is only somewhat reliable. As I mentioned in my previous message, flexresp2 should be used in favor of flexresp. You should consult the documentation in the doc directory of your Snort source distribution. README.FLEXRESP, README.FLEXRESP2 (if you're using a CVS version of Snort).

The react detection plugin attempts to block URLs, though it is of questionable effectiveness.

the Snort mailing list archives over the past five years will definitely help you out when seeking answers for these questions.
