Often, when I have this problem, I find that although I specify
--with-mysql when running ./configure , it actually didn't find all
the libraries required, but didn't throw an error. 

However, it doesn't actually build with mysql support. Watch when
your make is going on, you should see  -DENABLE_MYSQL on almost
every line. When I've had this problem in the past (and I had it
on a 2.1 migration) it's been because the first mysql libs were
found but later ones were not.

I think I got what I needed from Redhat's mysql-devel-3.23.58-1.80 
rpm.

I could be totally off base, however.
