Unlikely. Unless the USB modem driver exposes itself as an ethernet 
interface, winpcap won't work with it. Winpcap (which snort uses) is very 
specific to ethernet, and doesn't work on most dialups, and non-ethernet 
based network setups.

As a quick check you could download something like packetyzer or some other 
ethereal or tcpdump based packet capture tool that's easy to install and 
see if it works. If they can capture packets on your setup, so can snort.
