Well, the real question is not why xxx.xxx.xxx.xxx is sending a port unreachable every 2 hours..

The question is why is yyy.yyy.yyy.yyy sending a UDP packet first, which caused the unreachable message.

Unless, you can prove that Y isn't sending X a UDP packet first..
