you might get far better responses trying to look things up in an
Apache/PHP Newsgroup/List than on the snort users list, but anyways:

You seem to miss at least a proper PHP installation. You'r not giving
the apache version you are using, I assume something 1.3.XXish.
Configure & compile Apache with something like
./configure --prefix=/var/www --enable-module=so
Then configure & compile PHP like
./configure --with-apxs=/www/bin/apxs
Note that this will not install any support for MySQL and the like, you
most likely want --with-mysql etc.
Also, check wether openssl is installed properly.
