The possibility that much of this could be extracted from the docs
generously provided by Steven J. Scott and Roman Danyliw, is this
infringement or just another example of pure capitalist exploitation?

Of course there's always the possibility.

I believe presuming anything about Mr. Rehman's work is a disservice
to him. 

I would be glad to hear (and post) credible reviews of snort books
however.
