Looks a lot like a somewhat broken DHCP client trying to obtain an IP address.. It is a bit broken, but should be relatively harmless..
It's coming from the machine on your network that has the ethernet MAC address of 0:60:1d:0:6:a0
You can run arpwatch for a while and it will build a list of IP address/MAC address notes.. you can then search for the MAC in question.
Either that or use rarp or more /proc/net/arp and see if it's already in your ARP table.
