That would be physically impossible.A Dial up is physically a point-to-point link, and will not see traffic for any other node on the internet.
Promisc mode only applies to things like ethernet, where everything on the whole ethernet segment appears at your nic, but by default only packets that are broadcast to everyone, or addressed to your network card directly are paid attention to. Promisc mode makes the NIC receive everything, even if it's not addressed to your nic.
In the case of a dial-up other packets aren't even sent to you in the first place, so you don't have the option of ignoring them or not.
