depth and Offset

Just wanting to check, do depth and Offset start at 0 or 1? In other words
if I have a string

6D 61 69 6C 74 6F 3A 6F 70 73 40 64 69 67 69 73
would it be
00 01 02 03 04 05 06 07 08
or would it be
01 02 03 04 05 06 07 08 09

??

Thanks, maybe something could be added to the online manual to make this
clearer.
