List of explanations for methods?

Is there a good list of explanations for signatures? A list that explains
what happened (or most likely happened) to cause an event to be logged. I've
recently seen "WEB-IIS cmd.exe access : {TCP}" in the logs and, although I
have a general idea of what is happening, I don't have any specifics. I've
looked at the list at http://www.snort.org/snort-db/all.html, but that list
doesn't go into any detail. Any help would be appreciated.
