For free tools, I'd recommend Microsoft's WAS tool.  
http://webtool.rte.microsoft.com/default.htm

It runs distributed (up to ~500 virtual clients per machine), collects
results, and does reasonable reporting.

I used it until we bough a $(5digit) S/W package to do the same thing (plus
one obscure feature we needed :-)

benchmark tool need generate any http request per seconds.
