Rules: React- Snort-1.8.1

All,

I am running Snort 1.8.1 with SnortSnarf on Win2k.  I have been
trying to understand rule writing in reference to configuring Snot 
to block certain traffic.  I am having trouble understanding where 
(syntax) to actually write the React parameters.
