So it can be beacause of that... If you try to launch something that your snort rules will catch against the server that run snort, does it catch it or not ? (i.e.: if your snort server also runs an Apache server, try this : telnet snort_server 80, then GET /../cmd.exe. Should trigger some WEB-IIS rules...)
