try this 

edit your /etc/hosts file and make sure that the localhost is next to your
box ip address say for example if your box IP is x.y.z.y the your host file
should look like

127.0.0.1 loghost
x.y.z.y   localhost

restart and see it should work

I have seen something like this from time to time also.
I have a vague recollection of having to use either
127.0.0.1 or the actual IP address of the box instead 
of 'localhost' to make it work.  I never bothered to 
try to figure out what was causing the problem.
