That rule simply looks for SYN packets with a particular sequence number.
Those are bound to happen normally on occasion.  However, the port number
1 is a bit strange.  Which one of those address ranges is your net?

This was just one occurrence I picked out, i had quite a lot occur on the 27th and now no 
more. They ranged to all ranges of ports, low to high. The 198 address was a machine on my 
net.
