I don't remember the details (the brands..), but it's been
discussed  that a "hub" is often functionally a switch; in other
words, no, some  hubs do not broadcast any packet received out all
other ports.

Sorry I don't remember which brands/models are like this...


If I remember correctly, the issue is with dual-speed hubs (since
they have a bridge built in). The 10 M machines are a collision
domain, and the 100 M machines are another collision domain. IP
broadcasts are still sent to all devices, but directed packets are
not.
