(more on) Snort 1.8 release install question

ls -l /usr/local/lib    
total 124
-rw-r--r--   1 root     root       120470 Aug 17 13:24 libpcap.a

and with:
./configure --with-libpcap-includes=/usr/local/include
--with-libpcap-libraries=/usr/local/lib

I still get that error
is this a bug or am I missing something?
