 PFF Releases Digital State Results
Rankings in for E-Commerce and E-Taxation

Washington, DC: The nation's third annual Digital State survey was
released
by the Progress & Freedom Foundation and Government Technology Magazine's
Center for Digital Government. The yearlong survey, supported by the Compaq
Corporation, measures technology achievements in the 50 states and the
results will be released quarterly.

The first of the four-part survey examined e-commerce and e-taxation.
Other
areas to be explored in future survey releases are state governments' use
of
technology in social services, law enforcement and the courts, digital
democracy, management and education.

In the e-commerce category Georgia scored an impressive 91 points (on a
scale of 100) to lead the nation. Georgia has created e-commerce
applications that allow citizens and business to interact with government
online. To see the list of top ten states in the e-commerce category click

PFF President Jeff Eisenach commented, "People in the corporate community
are looking to do business with states the same way they increasingly do
business with suppliers and customers -- that is electronically."

Kansas took the honors in the e-taxation category, scoring a perfect 100.
Excellent online customer service, easy access to tax forms and the ability
to submit them online, and a sophisticated digital storage system all
contributed to the perfect score. The top ten states in the e-taxation
category are also online <http://www.pff.org/DigState2000E-Tax.html>.

The Progress & Freedom Foundation studies the impact of the digital
revolution and its implications for public policy. It conducts research in
fields such as electronic commerce, telecommunications and the impact of
the
Internet on government, society and economic growth. It also studies issues
such as the need to reform government regulation, especially in
technology-intensive fields such as medical innovation, energy and
environmental regulation.

PFF's board of directors is chaired by Dr. George A. (Jay) Keyworth, who
was
science adviser to President Reagan. PFF's president, Dr. Jeffrey Eisenach,
served as a senior economist at the Federal Trade Commission and in the
Office of Management and Budget. The foundation is a 501(c)(3) nonprofit
organization. Its Web site is at http://www.pff.org.
