The yearlong survey, supported by the Compaq Corporation, measures technology achievements in the 50 states and the results will be released quarterly. The first of the four-part survey examined e-commerce and e-taxation. Other areas to be explored in future survey releases are state governments' use of technology in social services, law enforcement and the courts, digital democracy, management and education. In the e-commerce category Georgia scored an impressive 91 points (on a scale of 100) to lead the nation. Georgia has created e-commerce applications that allow citizens and business to interact with government online. PFF President Jeff Eisenach commented, "People in the corporate community are looking to do business with states the same way they increasingly do business with suppliers and customers -- that is electronically." Kansas took the honors in the e-taxation category, scoring a perfect 100. Excellent online customer service, easy access to tax forms and the ability to submit them online, and a sophisticated digital storage system all contributed to the perfect score. The Progress & Freedom Foundation studies the impact of the digital revolution and its implications for public policy.
