At Redseal we have a pay per use model for consultants who want to use Security Risk Manager to perform network and security risk assessments. Its pretty popular and allows the consultant to license the product on an as needed basis. The product can be used to perform a "virtual" penetration test by analyzing the network configs and then correlating security vulnerability data to find real exposures which could be exploited. It does all of this passively so there is no impact on the network. Details at www.redseal.net if you want to check it out.
