firewall or VPN concentrator ???

Recently while doing a pen test on a given IP, I found that all the ports except for 1723 (TCP scan) and 500 (UDP scan) were filtered. On port 1723, pptp service was found to be running and on port 500, ISAKMP was running. It strongly pointed that a VPN server was running on that IP, but ike-scan returned negative result. Do you have any suggestions as to what device is using that IP?
