Why do you want the phone number?

If you have been attacked by, or received
spam from an ip address, do a "whois"
lookup on the ip address, such as


whois -h whois.{authority}.net ip-address

where {authority} is:

arin (US)
apnic (Asia)
ripe (Europe)
lacnic (Latin America)

This is usually going to give you
contact phone numbers for IPS's
and large companies, also their
abuse email addresses.

BTW... there are databases around
for a price that have the data by
country, etc.  Just google for
"ip address database country".

Is that what you mean?
