The question you ask can have a lot of different answers. Actually, IMHO rating tools is not easy. A lot depends on what a person is more comfortable with, what OS is in question and what one is trying to achieve. There are a myraid of tools, each catering to a certain genre. If you are unsure, I'd suggest checking www.remote-exploit.org if I remember correctly. You will find an image of the Auditor Live CD, it would be great if you have that with you all the time.
