Not sure about a command line tool, but here are some of my favourites - and you will notice I don't like to spend lots of cash: Dameware - their NTUtilities application allows you to get all the required information, plus you can remote admin the systems and browse any aspect of the system - its hardware, file structure and even look at the running services and registry keys. The pricing model is good to at about $289 as a flat fee for one administrator with unlimited clients. (http://www.dameware.com/) Friendly Pinger (http://www.kilievich.com/fpinger/) - this software will (in conjunction with sysinternals free pscmd (I think)) allow you to map and inventory your network. Actually Friendly Pinger is the 'top model' that includes all other products (v cheap though at just $68!) and you can buy the separate functions for example the inventory product - Friendly Inventory is a standalone product (and its even cheaper! - $48!!!) http://www.kilievich.com/finventory/preview.htm. The inventory product has a good feature that when re-run against a network it will tell you what has changed - which is very useful.
