haven't seen a single one for ISDN.
If you use a "hybrid" modem that understands AT commands, you can use pretty much any war-dialer against both analog and ISDN lines. So, any bruteforce tool for analog modems could be used for the ISDN lines. The best hybrid modem I'm familiar with is the US Robotics Courier I-Modem - it isn't cheap, though.
