Windows licensing for virtual labs

Hi, I'm sure plenty of you out there have personal virtual labs for doing whatever nefarious business you get up to in your spare time. My question is this; if you're an individual and you want to remain legal where is the best place to get MS Windows licenses and media? Most people will want several versions of Windows and the cost of retail licenses would quickly mount.
