Have you looked at rootsh ?

http://sourceforge.net/projects/rootsh/

It covers the requirement of logging root activities.  You could
require all user's that are going to root with sudo, to type:  sudo
rootsh   and it gives them a root shell, and logs all the commands
they are typing to.
