Might not automatically scanning all resolved addresses be surprising to a number of Nmap users? How about a third option that will defer the decision on default behaviour and allow for notice to be given in advance of any change: C. Introduce the feature, keep the default behaviour, but accept an argument to specify either behaviour. It can be made clear in the documentation that the default may/will change in the future. As an aside, the arguments --resolveall and --resolveone don't seem to describe the behaviour very well.
