There is http-devframework that performs a number of checks to
determine the technology behind a website. The script does have a
callback function for Joomla detection but I don't believe it
currently checks the version.

Maybe you could improve the callback (found in
nselib/data/http-devframework-fingerprints.lua) instead of pushing a
new script.
