bug report as for zenmap on Windows

I am Keishi Kanada from Japan.

I have one problem(maybe bug) as for chracter code.
when I tried to use zenmap(latest version) on Windows 8.1,
same error happend every time.
The error message is below.
Please check the error, and
Could you tell me how to solve or related link.

'utf8' codec can't decode byte 0x8c in position 0: invalid start byte
