[Patch] Resubmitting: Upgrade libpcap to 1.5.3

Last time I had submitted the patch, I replied to Gisle[1] and
Daniel[2]. But after that, no progress happened. Possibly because of
an error which caused the thread to split [3].

I have thus, attached the patch again, diffing against the latest svn
repo (revision 32783).

Please look into this and give me feedback, or commit it in, if there
are no objections.
