Thanks for your help debugging. Unfortunately I don't think it's possible for Nping to ping localhost on Windows, unless you use the --unprivileged option. However the error message was unclear. I have just made a commit to change it to Skipping 192.168.0.100 because Windows does not allow localhost scans (try --unprivileged). This is analogous to the error message that Nmap displays in this situation: Skipping SYN scan against 192.168.0.100 because Windows does not support scanning your own machine (localhost) this way.
