why --disable-arp-ping is not in nmap 6?

Hi, Is there any particular reason of removing --disable-arp-ping in win32's port of nmap 6 ? This is quite needed when using Cisco VPN client - it's spoofing MAC addresses of all hosts from the remote network to redirect packets to the server first, so nmap arp scan detects ALL adresses as UP.
