Andreas,

Unfortunately, your suggestion would not solve things "once and for
all," since a library API would likely be less stable than the current
XML output is. I've been using (and contributing code to) the Perl
Nmap-Parser library for years, and it hasn't had a problem dealing
with the many changes in Nmap. This is mostly because XML is
eXtensible, so adding new output elements (like script output)
shouldn't break old parsers.
