Are you sure that your idea is a good fit for Nmap? We're not trying to implement and IDS, though some of the same techniques could possibly be useful in NSE scripts. I don't mean to discourage you, but to say that you need to do a better job explaining what you want to do and how it fits with the goals at http://nmap.org/soc/.
I also need to know to whom my proposal should be mailed to.
You (and all applicants) submit proposals through the Google web form. I don't know the exact URL because it's not live yet, but we'll update http://nmap.org/soc/apply.html when it is.
