[NSE] Sample plugin

Hey,

We talked about this at Defcon, and I went ahead and wrote it. Basically, it's a sample plugin (basically, a template). 
It defines all the fields we need, as well as some of the more common functions, with plenty of comments to explain 
what's going on. 

I tried to include all the "best practice" standards we've been building up to, such as shortport, 
stdnse.get_script_args(), stdnse.format_output(), etc. 

Hopefully this will lower the bar to entry for new script authors, and save current script authors some time when 
developing scripts. :)

For now, I put this in the 'docs' folder.
