Yes, there has been some discussion about Nping for the Summer of Code so far. It sounds like you have a good background in networking. Nping is written in C++, and it creates packets at a lower level than the usual networking APIs. But an understanding of frames, packets, encapsulation, and things like that are helpful. Something I (as a mentor) like to see in proposals is a link to source code--a class or personal project. For me, anyway, it helps distinguish applicants who otherwise have similar credentials.
