The confusion may be in that ncrack-services is seen as a configuration file and not a data file. If this is a file that shouldn't be modified then I agree it should be in the systems datadir.
Yeah I see your point it is kind of a grey area. It isn't like an rc or server config file yet it isn't exactly just a data file.
