I'm sure others will have better suggestions but it looks like the
command you are using is:

$ nmap -T4 -n -v mmx-dev-1

If you add -sC and/or --unprivileged to your options the scan may start
working:

$ nmap -T4 -n -v -sC --unprivileged mmx-dev-1.cisco.com

You'll be pleased to know that troubleshooting ACLs is one of the (many)
design goals of nping which is being worked on this summer.
