Can you provide a --packet-trace from the Linux host? If Nmap on Ubuntu
thinks the host is up then it must be getting some kind of response back
(that isn't seen by your Vista machine). That might help us determine what
to suggest next.

That should help, as we won't have to worry about VPN software etc.
potentially screwing up any results :)
