First of all, I downloaded and installed nmap 4.76, not 4.11...

You must have an old copy of Nmap 4.11 installed. Find it and remove it.
It will be in one of the directories listed in the output of

        echo %PATH%

typed in a command shell. (Run "cmd.exe".)

Ive tried everything to remove this rouge 4.11 version.
Ive done searches of the hard drive and deleted any and all traces of nmap,
deleted all strings in the registry containing "nmap"...
Im not sure what else to try. Im still getting the below error, and 4.11 seems
to be installed on the system still.

Try this. Open a command shell and run

        "C:\Program Files\Nmap\zenmap.exe" -v -v -v

Then run a scan and quit the program. That should leave a debug log
C:\Program Files\Nmap\zenmap.exe.log. In that file will be a line
looking like

        DEBUG - 2008-11-19 12:49:55,921 - PATH=...

What follows PATH= is a list of directories. One of them will contain
the old Nmap. One of the directories will be the same one that
zenmap.exe is in. Make sure there's no out-of-date Nmap there either.

A file search may not have found the old Nmap if it is in a system
directory.
