The error message could be better but it seems to be because of  '-sS
--unprivileged'

-sS is a privileged scan type so cannot run in unprivileged mode. I
get the same error in vista but it is fixed by changing the scan type
to -sT or removing  '--unprivileged'

 I don't know how to check the level on Winpcap installed, but there
 is a winpcap-nmap-4.02.exe in my nmap directory

 I am running WinXP, SP2. What gives?
